Key Responsibilities and Accountabilities:
Ensure the end to end grant process compliance from conception to completion is captured in a data format.
Create user defined reports from the de-minimis database and other relevant sources.
Delivery of high-quality internal advice on the compliant modelling of grants is standardised and accessible information packs are produced.
Reviews of the compliant process and to endure usage remains up to date.
Policies, SOPS (Standard Operating Procedures) and Process Maps are produced for all relevant areas and adherence to them monitored.
Best practice methods are identified, developed and implemented.
Work towards the implementation of an appropriate Quality Management System.
Methods of measuring compliance are produced.
Stakeholder management of business/technical colleagues and Subject Matter Experts (SMEs) within Innovate UK.
To provide specialist advice on potentially complex policies and process.
Engage with internal and external Auditors, including the NAO, and providing data as required.
Provide data as required to BEIS and the EU Commission (or equivalent) as requested/directed.
Delivery / Programmes / Projects / Process
Accountable for delivery of a de-minimis database to improve and automate reporting within the State Aid, Legal and Compliance team.
Accountable for continuous improvement initiatives to the reporting activities of the State Aid, Legal and Compliance team.
Accountable for the delivery of service level agreements (time, cost and quality) as internally agreed.
Accountable for good relationships with all stakeholders in the process, both external (e.g. academics/ industry/central Government) and internal (e.g. domain expertise team[s])
Contributes to and implements ideas to improve the quality of the process, reduce the time to react, and reduce the cost.
Accountable for maintaining a clear overview of Compliance activities.
Working with the State Aid, Legal and Compliance team, to develop and maintain a tracker for compliance activities, manage their timeline to completion and provide a detailed view of data and reporting requirements needed to deliver reporting obligations.
Working with the State Aid, Legal and Compliance team, to develop a review process in order to ensure all compliance reporting activity is within date and relevant.
To report back on Compliance data and identify potential areas of risk.
To enable a measuring approach to ensure grant activity, both internal and external, remains compliant.
To develop appropriate processes to identify and capture relevant data including numerate and financial.
To identify training areas through trends in the data produced.
To represent IUK to the remainder of UKRI in the presentation of compliance data, and to work with Councils on an individual basis as required to identify existing compliance issue and standardise approach.

Responsibilities
Educated with a qualification in Microsoft Certified Solutions Associate (MCSA) certification or equivalent experience with Structured Query Language (SQL) and Relational Databases.
Demonstrable experience in designing and deploying infrastructure that supports subject specific compliance reporting.
Demonstratable experience and track record of designing compliance reporting databases
Demonstratable experience in managing business/technical stakeholders and SMEs from all levels of the organisation.
Track record in developing, delivering and continuously improving processes and systems.
Experience in data receipt, process and development.
Experience in producing Process Maps, Policies and Standing Operating Procedures.
Knowledge of state aid law or previous experience in delivering state aid compliant projects.
An understanding of the EU political landscape
An understanding of key ‘clients’ for compliance checking such as the National Audit Office
Data literate and tech savvy with skills in interrogating databases and building reports.
Infrastructure and network design skills.
Planning and organising/prioritisation skills, with experience of balancing and responding to different demands
Ability to deliver at high quality and pace against multiple priorities.
Problem solving and structured thinking.
Ability to work autonomously
Numeracy skills, with the ability to analyse financial data.
Excellent interpersonal skills, including the ability to engage with senior stakeholders.
Excellent communication (both written and oral) skills with the ability to produce clear, concise and accurate presentations for internal audiences
Excellent IT skills and the ability to create and manage data sets.

The post will be based in Swindon and will require occasional travel across the UK.
Given the current Covid19 lockdown and travel restrictions, this role will be home based initially and make extensive use of telepresence tools for meetings, outreach, and engagement.
